Bounded fatal diagnostic envelope (§9.1.4, §40.1.1): what a dying worker can still say about an uncaught exception or unhandled rejection. Small by construction (PLUGIN_RUNTIME_FATAL_MAX_BYTES) and carried on the reserved FATAL_DIAGNOSTIC path — never displaced by ordinary log flood.
